    A few problems with this save, enemy hp scales to yours and for the most part, you can usually only do 1 HP of damage yet butters can dish out up to 8k.

    Something is busted in the mod. Maybe tweak down the upgrade points or something else because it sucks only doing 1 dmg or sometimes 300 when everyone else is now dishing out damage in the thousands.

    strange that you mention this, i'm not using any cheats, saves, trainers or mods, but when I fight al gore, I only can do 1 damage to his body guards no matter what, but stan can do like 333.

    I wonder if its just certain bad guys, or is this problem happening to you on all enemies?

    its because you have to purchase and equipt the weapons and armor i dont think i did it.

    when I attack a boss, it only does 1 damage, i can't buy the weapon either.

    There is no problem with the save or with the modding tool for that matter.
    The enemies in tsot level up as you do! if you start the game at lvl 15 so will every enemy within the game.

    The first fight/tutorial against an armored enemy is a pain, I had to change my class to thieve and back stab the soab till kingdom come.

    as for the fight with al gore, it is just tought, he is well armored so you have to go around destroying his armor.
    the security detail is like an iron wall normal attacks wil do onlu 1 dmg despite mod or not in my on experience, only skills will do some mediocre dmg.

    Actually, I double checked everything...it was their armor that is causing the 1 pt damage thing. If the enemy has armor it takes off 1 pt of damage per point of armor. *silly me*
