You have to Level up in order to gain Perk Points that you allocate that goes toward specific skills.
There are the lists of commands on the 1st post that will help you.

 

True but you can also mod the skill points easily

However, but if you were reading the member was asking how to add them on the PC.
I gave him a method using the Command Console (which you can also use a cheat engine)

Now if you were talking about hex-editing, this is NOT a tutorial for that. (as started on the 2nd post).

 

A few more commands:

player.setav BowSpeedBonus # <<--How slow time is while zoomed with a bow, default is 1.

here are some i found and work just dont spawn them all in 1 place or it will lag or freeze i have tried placing 3 of them in house on 360 and works fine oh and these are the gold boxes that are in the testing chamber

is this the charge that you have for enchanted equipment while equipped in either hand?

 

Yes it is, you can change the current amount of charges a weapon has I don't think it works for two-handed weapons...

 

Awesome cuz my created enchanted items glitched on me and now they won't recharge. I'll test it out and try to find a 2 handed one (like for bows as well) Thanks man.

edit: Unfortunately its not permanent, (ForceAV, ModAV, and SetAV) it'll revert back to where it was once unequipped.
However it does work on 2-handed weapons. whichever hand you originally equipped to (RT = Mouse 1 = Right, LT = Mouse 2 = Left) it'll act like thats the primary hand so you can use player.setav rightitemcharge XXX

Ok so I use the console command

Showracemenu

Everything works perfectly until I hit done

It won't let me press OK or CANCEL

any idea why?

Been working on a tool that all you have to do is click on what you want (drop down) and it'll generate a code to type into the Console Commands. (originally as a personal project but I see this might be in demand lol)

 

Where can one find a good PC trainer for this game?

Free if possible.

 

Not sure but Console Commands are alot better IMO.

 

So I just tried the player.setav leftitemcharge for my bow and nothing change. The charge still the same.

Also tried set killmoverandom to, I set it to 80 and still the same.

BTW what's the console command for critical chance?
