Xbox One will always come with Kinect, according to Microsoft's Phil Harrison. Speaking with CVG, who verbally presumed the next-gen hardware would never not come packaged together, Harrison said, "Correct. Xbox One is Kinect. They are not separate systems. An Xbox One has chips, it has memory, it has Blu-ray, it has Kinect, it has a controller. These are all part of the platform ecosystem." Microsoft recently confirmed to IGN that Xbox One would not require Kinect to function, but it seems the system will always come with it. Including it in the box presents enormous opportunity for developers, after all, who can tailor their games and apps around a device that every Xbox One owner has, regardless of whether or not they choose to use it. Xbox One does not currently have a release date, but you can pre-order it now Source - IGN
Of course it's going to come with kinect that is there main selling point the console with the remote even if you don't have to use it.
With how many times microsoft has flipped on their policies I fully expect this to be taken back as well.

With Xbox already saying they are going to return to DRM and with the price difference I just can't see myself paying more for less. I don't need a Camera or a cable box
