Maybe it was patched, I have used it! You get to lvl 4 buy a garage, set the cars website to free, get the car, set the car mods free, mod the car and set the sell cap unlimited, that'll get it working atleast that did to me!
The Garage editor is amazing, I used it. If you have the Garage bypass then you can just put blacklisted cars in it, if not then you're only able to put normal cars.
