You are right... It was my phone... If the website loads in mobile version and you click the link here to download it, it comes back as unavailable...... If I switch to desktop version and copy and paste the address to the internet browser manually, then it works... It could also be that I was clicking the link from inside three new TAPATALK 4 App on android.... So I used the actual internet browser.... Anyone else I'd having the same issue, that's the fix....
