Eh to discredit a company because one particular employee doesn't know what you are talking about seems a bit silly. I actually work for Best Buy, just a company inside of it, most of the Geek Squad agents don't have much prior training nor sales experience, so he could have just answered that way to avoid selling as he isn't supposed to be selling computers at all. But that is also quite a broad question to be asking... "What type of computer is best for modding?" Modding what? A game? Textures? Kind of like the questions I get asked "What is the best computer for Internet browsing?". No computer sold by a large electronic chain is built for specific things as that limits there customer base, all of the computers they get in are built to handle the many needs of many consumers. But too answer your question, (in case you really don't have a clue), would be any computer to be quite honest, modding a game save requires absolutely nothing except a computer that can run a .exe. You could buy the lowest end Windows laptop at Best Buy and it would mod a game-save just fine.
