No, that's what the JTAG and RGH exploit does, lets you run unsigned code.
As Crackbomber said, It's only a DVD emulator, it doesn run unsigned code therefor it's not the equivalent of a JTAG or RGH.
Isn't the complete edition a separate disc for each game? It depends which one you're wanting to mod, TBOGT or Original.
If it's for TBOGT, you need to remove your Gamesave. You could also try clearing your cache, I also do that before using mods.

There is a different version of Evade's 3.0 for EFLC, you'll have to download it and replace it with the EFLC ISO.
As other people have said, you can't have real cars in the Xbox version of GTA IV as you the 3D models are in different formats.
