    way to accomplish this in PS can be to change the canvas size to you needs, then free transform your image to fit into the new canvas to avoid...

    are you using sdk 21119.10? if so use vs 2010, but yes you are correct in your order

    iirc you would need to uninstall vs and re-install the sdk making sure the full option gets installed, then install vs.
