Did you get the right kind of video card for your motherboard? It should just work right off the bat if you did.

Give us some info on your card and the version of Windows you're running. Sounds like a driver/software issue to me. If it were hardware, the card wouldn't work at all, or you would have some obvious tell tale signs like graphic distortion. You could try moving your card to a different PCI slot, or making sure it's 100% seated properly.

I had this same issue with my Nvidia card. It was a driver issue for me.

    Try this:

Boot into safe mode and uninstall your add on graphics card.
    Shut your PC down
Boot it back up, and disable your on board graphics card
    Shut back down and reboot
Now, let Windows install the "best" driver for your card
Then, reboot. If it still hangs, go back into safe mode and uninstall your add on card
Try a different driver from the website, using their installer.

If you're running Windows 8, your card's manufacturer MAY not have updated the driver to be compatible OR it has a bug, and you're one of the people experiencing it. Also, run through your BIOS and see if you can disable your on board card. That way, when your PC POSTs, the card will be disabled and that will rule out any sort of interference.

Note** I'm by far no expert on graphics cards. That's just what i did with my GeForce 6200 running Windows 7. I don't have too much experience with graphics cards, since i don't game on my PC and wouldn't drop more money on a graphics card then i did on my processor. Not knocking the ones that do though.

Then i'd say it's more than likely a driver issue. Did you try the official driver? An old driver? The newest?
