Okay so I finished the entire game and for some reason didn't get to fight this psycho .. Any reason why? And also can't seem to be able to get 2 weapon blueprint, 1 car blueprint and a book .. Did anybody manage to get everything?

Someone was saying there is a side mission in chapter 2 you gotta do aswell to fight kenny psycho in chapter 7 just as you pass the mall,i think the mission is called Time for a Hero looking around various forums could be wrong.
