XP modifier not working?

    Playstation 4
    I changed the modifier to 1000.0 but nothing i do works. i put the bounty on someone and my level didnt increase. What am i doing wrong? (i was able to do the money, not the rp)

    You need to put it at 1.0 and nothing more.
