The only way to use your USB in horizon now mate would be to find an xbox that's not yet been updated and format your USB on that console, there is no other way to my knowledge as of now.
Why don't you try doing it through the default Xbox menu? I believe in fsd press the guide button and then press "Xbox Home" and when it asks you to say yes or no press yes while holding RB. If you're on FSD rev775 then press the guide button and then press Y and press yes while holding RB
