Total War: Attila Unlimited Governors In this mod, it allows you to own Unlimited Governors in your campaign. This keeps the radious changes to all other imperium limits such as the number of armies and agents you have. It's important to have Governors in your provinces as it keeps public order and penalty rates down. This also gives some what sanitation towards rebellions of they do happen.
