Question about modding (Sorry! don't know where to post this)

Hey guys.

I have an xbox360 and i love GTA (like 75% of everyone else on the forum i bet )
But i had some questions regarding modding my xbox.
I did ask this already on other sites but got mostly ignored.
Or outraged because i'm not born whit knowing everything. <yay i lol'd at that to. but it has been said yea.

As i said i love gta, especially the online mode.
I know modding a online game is just stupid because they can find out about it and will ban you.
Now do i got an official Xbox and all mine games are legit, the only reason for this is because i like online games more then being in a solo world home-alone.

Now was mine question is it possible to use mods on a official Xbox. (as example neon mod for the offline mode in gta) or do i need a hacked Xbox for this first to allow me to use mods?

Beside that if it is possible is it save to use like neon mods on gta online?
Or was i right whit they *R can know it and they will take you down?

I have never used any mod on a console, not even on the pc.
(beside the steam mods/workshop but that is a whole-other story)

you need a modded iso disk you make your self plus you need a flashed 360 to play these and a ihas burner to burn them 100% safe.
