I'm trying to mod the friendships in the game with this editor. https://www.xpgamesaves.com/resources/dynasty-warriors-gundam-3-editor.1940/ No matter what I do, no matter how many times I play with the characters, and do their relationship missions, they won't unlock as Operators (the final perk of Level 5).
