People who are partnered can get paid for their youtube videos and get extra features like banners in the name slot and subscribe multiple channels at once etc that regular uploaders cannot do/get.
I have the same status but my guess is your not a true partner if you just monitize videos. To get the special background and subscribe banner you have to be a true partner with branding options
