This GPD will work on both Offline and Online??

Other one different GPD, I use it. during offline I was on 21 level, somehow I turn back online I back way to level 2 and weapon have been locked again, WTF how can I use that I have play all through get level up all over again. plus how I use that for online for Escalation modes?
