Hmm, this is odd. Added the GPD and save as normal, loaded up game and it shows most weapons fully modded out, others it shows locked and it only shows 97 upgrade points. Not really complaining as it's only about 5 weapons that are still locked.

When you unlock the last 5 weapons you will get 99 upgrade points.

Yes just replace your GPD file.
