I live in the UK, I know it may have an importance on the offers cause I've seen some which refer to one specific region. I would also like to say that I saw a section on this forum earlier called "bargains" or something like that (somewhere at the bottom) which had the latest bargains, free xbl code giveaways, promotions idk... I've found one offer I guess but it was for US.
