Graphics Badge Question!

    So the badge graphics has these requirements; Who decides what piece of work is exceptional? This is a rank that I would like to achieve in the future.​

    Make some sigs, do some free work for the community. Your work doesn't have to be exceptional, and I think that the real requirement is the ability to use something other than mspaint.
