How To Open .PCK Files

I am working on a new cheat for a game... I need to know how to open a .pck file and view the inside contents. thanks

Scanned with Malwarebytes pro and nothing was detected. (Tested extracted and unextracted file)

 

What game is this for? It could help to find a tool that may be specific to it?

I am trying to do this same thing only I am trying to unlock the Steam Punk texture pack so that I may transfer it and other texture packs to PC Minecraft. This tool isn't doing anything for me besides shutting itself off all the time. Using Horizon I extracted the texturepack.pck file and tried to run it through both WINRAR & this one. I ain't getting any luck here so I am open to suggestings that don't include taking a hacksaw to a steel cage. The last X360 I tried to open I ended up taking a blow torch and sledge hammer to it.
