Found that on the German Hitman site:

You can get The DLC for free. Only Fill up the Informations.
after your get your Code you need to register here: http://hitmansniper.com/
1. make an Account
2. Redeem Code (http://hitmansniper.com/)
3. Change The Platform (PC, Xbox 360,PS3)
4. Submit and wait for the code (Will pop up)

Its on German but you can goggle translate it

when i go to the site it doesnt show anything like 'enter' or something like that.
