I figured it out. Lol You have to use the other tool out there. so 2 tools to get the job done for now. Lol
use the linux mod tool with gui works great and is super easy to use if anyone needs it just let me know,

if anyone has a save with a weapon thats below Lev50 but does crazy 2mil+ dmg id be very gratful for this, a super duper lev50 shield that has 2mil dmg protection or more would be immense also..
