You can't make one without a camera, when you use a vision camera, it adds a file to your profile under a certain name. You cannot extract/inject this file if it doesn't exist either. It has to be created first with a vision camera for you to edit it. But no you will not get banned since they won't know whether you took the picture or not. I done this a few months back and had it for ages, nothing happened to me just make sure it's not nude or racist. You'll be fine.
Um wrong, you can make a custom one, and put it on your profile, without a camera, so you could, editing your profile in anyway, may get you banned.
As far as I'm aware you cannot insert any foreign files into a profile container apart from GPD files. But if that's possible then yes you will get banned, since you are editing your Profile and inserting something that wasn't there. A vision camera costs like £5 just buy a cheap one and do it that way, since they cannot tell if you modified it or not.
i remember a 360 file editor let me edit my profile and i was able to make my own backgrounds and pics for profile by injecting them via computer. but it never worked, i could never see my pics on the xbox it would just be blank
Yes you can, I have this conversation with Microsoft, They said to me they wouldn't see any harm in creating your own gamerpic, as long in reason. Thats why I created my own. You would need to look up youtube how to insert the custom picture onto your xbox.
ANYprofile mods can get you banned. Yes if you insert or edit a gamerpicture that is already inserted you run the risk of getting that account banned.

In reminder, I have a s*** load of classes that if your writing on a PC isn't 100% correct you will at most get a 93% on your final draft.
