Xbox Crawler needs a list of Xbox Live Accounts to send the Messages from each account can send a max of 225 Private Messages per day, Which means you can message 225 Gamertags per account so if you have 10 Xbox accounts you can send 10*225 = 2250 Messages. The more accounts you have the more Gamertags you can message, We advise you do not use your own personal accounts for Xbox Crawler as they may be banned, its best you create dummy accounts to use.
