REQ: Hardcore Paragon Save

I think you need to legit unlock paragon before you can properly mod, every time I mod my HC Paragon it resets when I exit the game. Anyone have preferably a legit paragon HC any class or level is fine? I already tried HC at level 59 but when it reaches 60, it stops and doesn't proceed to paragon like it should. Unless I'm doing something wrong.
