When you find the bank you're going to want to take the rear entrance, not the front. Once inside, hack the terminal [Novice] and make your way to the vault where you will find yet another terminal [Again, novice]. Now that the vault door has been opened you're then going to want to open the safes until you come across a button/switch which will open a secret room/lab door where you'll find the Prototype UP77.
