Here is a bookmark for the extracted Title Specific 1 in the Halo 3 GPD. In it you can mod the campaign progress and skulls collected along with other things. To extract the title specific you will need JizzaBeez XDBF Entry tool. Download for everything below. Once you extract it open it in Hew workshop and load the bookmark.
