Flashing *TUT*? Easiest way?

I have an Elite 360, unopened, and I wanted to flash it. Can someone tell me everything needed and easiest way to do so? Also, cost of all the supplies. I have $5 and that in pounds is roughly 3pounds...I mean, I have more than that but that's about what I want to spend
