you need to have LT , and you need to edit ISO file of the game then burn it

 

JTAG or Retail? You do not need LT you just need the game and dowload the iso version.
Get the mod menu you want and use Xbox back creator to install the files.
Burn the disc and hotswap.

 

i wouldnt waste my time with modding GTAIV on xbox, the PC version has more hacks and its more easy

 

Completely agree with you. But the 360 rev, also has a editor.

If your talking about the editor in 360Rev, there is no Multiplayer mods, only Singleplayer editing

There is ISO Mods for multiplayer, no save file/USB mods
