nope your channel is only monetized not partnered if it were then you could perhaps sell the entire channel instead of giving it away.

ok that means just verify for full monetization benefits but not full partner as youtube is no longer partnering anyone, thats why it's vital that people join a network... Partnership of course mean full branding options etc. coded banners the works, once he verify through valid phone number he can then ad revenue to any video 1005 within youtube TOS guidelines
