Which character are you using? Edit: Would also be a good idea to null your ID's when posting your saves?

To use any of the tools, you have to open your "SaveGameXXXX.sav" in Horizon and click on "Contents" and extract the "SaveGame.sav" file. Then open your extracted "SaveGame.sav" in the editor. After modding, you simply replace the old one and Rehash & Resign. There are tutorials on how to use the mod tools, you just have to read. In Gibbed's Editor. -> Raw -> Black Market Upgrades -> Second to last is Backpack. 5 is the max which is 27 is backpack space, do some math and I think you'll figure it out your self.
Actually, I used Brad's BL2 mod tool which requires Python 2.7.3 to be installed in order to use it. Just check my previous post for instructions. Pretty simple once you get the swing of things.
I'll probably switch to that, but I've just been using Gibbed's, ^^ yes, just be careful how you do it. don't want to corrupt your saves! Always make backups!
Actually, I only use Brad's for backpack capacity. I still use Gibbed's as the main tool as Gibbed is just awesome for making tools!
