Unresolved Modding Fallout New Vegas

I'm trying to modify this save so I can continue to play my game, I made all specials 10 before dlc came out and one of the newer dlc add a special when you beat it leaving me at a screen where I can no longer play or do anything since I can't add the point all I want to do is remove 1 special point. The save will be uploaded as well thanks in advance.
