Unresolved Help plz

So I run this as admin and as non admin It still wont open I get same error everytime please help

Ive tried reinstalling it about 5 times now I even tried with with all my anti virus and ad blockers off but still it don't work

 

Do you have the latest version?

 

Look on your pc for files left behind when you uninstall! Also try restarting your pc and try again!

 

try installing .NET Framework 4.5 -- that could verywell be the issue since it looks like you are running .NET Framework 4.0
