    It's called OpenIV. Allows you to edit any file in the game.

    Here's a mod tool kit for the game. Be careful though as if you set values too high you could make it not work. (Unless you're running it on a J-Tag/RGH) If you need any help with it just ask and I would be glad to help you out.

    that gives you access to the file you mostly edit with notepad just saying.
    its in the grand theft section.

    I used backup creator to extract the vehicles.img. It shows the files for each car on open iv but I dont know how to edit them
