Hello. Yes, a JTAG/RGH can go online please make sure you're using a paid for stealth server (to protect from M$ bans) and a un-banned KV (Key Vault) and no you don't usually need a gold pass to play online if you're on paid for stealth server as they come with gold spoofing.
