They've finally added Cydia Substrate to iOS 8. A tutorial has been uploaded to YouTube, by a channel called iCrackUriDevice, click here to watch it. I can confirm it works, but most tweaks do not work, and are hopefully being updated for the future. IF you wish to see a list of iOS 8 - 8.1 compatible tweaks, click here.
