In the release new files (16547) was included edited DL (its mean partial edited DL for 16547 kernal) , so when you flashed your rgh/jtag xbox you installed "new partial edited DL" compiled in the nand and activated your plugins. So yes,need DL! with out this DL you cant go online or can't active yours plugins! Stop shoot crap about what you do not need DL and you online without it!
