Unfortunately I have gone too far in to the game to make a save for favors but hopefully will make one for races and 100 and Chief Inspector. Unless their is a save that unlocks these please let us know as this will come in handy for me. Anyway do the last drug bust using the TV in your safehouse and this should unlock.
