Hello, and welcome into my humble topic.

So, you have downloaded another of Gibbs awesome programs, plan to edit your way to fame and fortune, and to Flubber every last Bullymong of the face of Pandora. But... You can't.
You opened the editor, but have no idea what the f**k you have to do. Well this was made should anybody get stuck and need a push in the right direction.
Well not to point out the obvious, but you have downloaded it, right? Wtf do you mean, "No"? GTFO! No, sorry that was mean.
Browsing here and there I found this. Now hold up, don't get flustered, don't troll, the awesome author shall be credited at the end.
I also recommend downloading or using the Borderlands 2 Gun and Item ID list, obtainable here.
Problem? Gtfo. That time I mean it.
But, I digress. We shall follow 2 simple steps and you shall be able to realise your wildest dreams. Shall we play?

    Step 1 : Getting the Edit0r

By clicking on the link I provided, you should end up on a Google Doc page. Click on the most recent version. You should see a "File" tab. Either click it and select "Download", or hit CTRL+S. Choose your location
Next, you want to unpack said editor. Well nothing overly complicated so far, If you have WinRAR, 7-Zip or any other file compressor/decompressor simply right-click and extract it to it's own file. Not that important, but it stops any cluttering.
After that, open your edit0r by clicking Handsome Jack's face. Or with the right pointer, smash, slash, hit, etc his face. At last, we are ready...

    Step 2 : Using the Edit0r (I have a thing for Zer0. So wh4t?)

    STOP! HALT! ARRETE-TOI! ACHTUNG! WARNING!
    BACK UP ALL SAVES! NOW!

To do so, simply navigate to your save file location, and add it to a compressed archive. Easy! If you are on PC, you can find the saves from your documents folder>My Games> Borderlands 2> WillowGame> SaveData. Same manipulation, and it can be done right in the save folder.
All right, son now you want to open up your save. Click to slow down woman jogging... Woops! Anyway, click "Open", and navigate to your .sav file. Here is a topic that has some basic templates you can mod, they are level 1 with an absurd backpack space. Well we are modding, are we not?
And now, the fun begins :

    General :
This is the first screen your met with. It is easy enough to understand, and allows you to edit your basic stats, such as level, skill points, name, gear and avatar. Avatar and not class, if you use the drop down you will start as your original class but with different vault hunter skin. To change the class, you must edit the RAW data of the save file. You can simply overwrite any variable here, nothing complicated.

    Currency :
This functions exactly the same way as the "General" tab. And it overwrites the same way. Simply edit to your liking. Eridium however is limited to 99 pcs.

    Fast Travel :
This is one of the features of the editor that has been drastically upgraded. Now, all discovered Fast Travel locations are checked, and to unlock more, simply check the others.

    Backpack/Bank :
This is where the magic happens. Both function exactly the same way, but the Bank is more flexible because you can add Black Rarity weapons (Weapons that have had the S41T modded out of them, taking them to a whole new level of awesomeness). However, items must be put back into the bank, because the Backpack deletes unrecognizable weapons, such as a Fire Skullmasher :( .

    RAW :
This is the place where you can edit the essence of your save game. You can add bank slots, gloden keys, change your class, etc. I never use it apart for the Bank slots, but play around with it, it can be fun :)

And that is the Edit0r folks ! Thanks for reading ! So lo... What's that ? Hmm ? Oh, yes ! You want to make a new weapon ? Well my dear boy (and girl), nothing could be easier ! Let's get to it !

    Making a new weapon :

Ok go into your bank and click « New Weapon ». After that, a blank template appears. There is no « Should appear », it will appear. You are now face with a bunch of variables. Since the <100 revisions, the drop downs have been fixed, leaving only the Title and Prefix to manually add. We shall go through this one variable at a time, no worries.

    Type :
This defines what type and which manufacturer you want. Pretty straightforward, so move along.

    Balance :
This defines the rarity of the weapon. You can also create a unique or the legendary gear of any manufacturer. Simply select the one you want.

    Manufacturer :
Before this had to be manually added. Now it is a single variable drop down. Select the only option for a legit weapon. Any other variable and your weapon will be Black. So remember to stash it.

    Manufacturer grade :
The weapon level, or the level at which you can equip the weapon. The higher the level, the more damage it deals. Simple. The max level in 127, and you cannot make a weapon higher. Trust me, I have tried.

    Body/Grip/Barrel/Sight/Stock/Elemental :
The default customizations will appear in the drop downs, but then again, we don't like default. To be quick, just select the Stock parts, the manufacturers parts. The link I gave to the edit0r google page has multiple pages has templates and customization codes. Very useful if you like to create an automatic Jakobs sniper. But doing so will turn it black, so remember that. Weapons that are equipped with the Valdof Infinity accessory will also show up as black. The weapon must be created in your bank. You get access to the bank very quickly in the game, so no worries.

    Accessory :
Only the first one works. I think. You can select the complete “None” from the drop down, but I don't think it has any effects on the weapon if you say otherwise. However the Accessory must mach the Prefix.
You can find accessory information on the google doc page. Go into "Guides", then pick your weapon part file! All possible accessories for that type of weapon will be there, with all modifications that it brings to your weapons. It also includes the prefix.
Accessory 2 is mostly used for noclip weapons. What's that? You want the code? Credit to DACK, he found it. Not sure I should share, but meh : it's a game. Enjoy!
    Code:
     GD_Weap_Pistol.Barrel.Pistol_Barrel_Vladof_Infinity

    Material :
    Another single variable. Select it.

    Prefix :
All accessory prefix's can be found in the "-Part" pdf files of the google doc. Simply find the prefix according to the manufacturer and the accessory you chose, copy/paste it and voila! So much easier than going back and forth to the wiki.
Weap_SniperRifles is one variable (the last bit, not Weap_), Jakobs is one too and whatever comes after Prefix is another one.
    The weapon variables are :
    -AssaultRifle
    -SniperRifles
    -Pistol
    -Shotgun
    -SMG
    -Launchers

    The manufacturer variable is self-explanatory.

    Title :
Another “DIY” variable. I only use this for Legendary weapons tbh, because it is easier to do with Legendary's. And unique ones too.

    Code:
    GD_Weap_SniperRifles.Name.Title_Jakobs.Title_Legendary_Skullmasher

Right we will use the Skullmasher Title as a reference. The variables are the same as the Prefixes. But with titles, obviously. The Weap_ must match your weapon type, Jakobs varies with the manufacturer, and Legendary becomes Unique if you create a Unique weapon, and Skullmasher varies with the weapon name.

    RAW editing :

Now there are a lot of things you can edit on the RAW tab. This varies from bank slots to ammo pools while going through explored areas. Cannot get that last one to work. But hey, play the game and you will do it without modding! You must open up the editor with administrator privileges before editing, else the changes don't seem to stick. I speak from experience. I cannot be bothered going through the list one by one, but here a few of the important ones. If you cannot find it, scroll down. It helps...

    BlackMarketUpgrades :

As DACK helpfully pointed out, you can edit your Ammunition pools and your backpack and bank slots here. He has his own tut for editing backpack space, because you cannot do it through the editor. The first 7 values are the ammo pools. Tak eit up to any value you want. I have it on my magic number, 255. The last 2 are Backpack and Bank. To edit your backpack, give yourself max eridium, buy the 5 upgrades and then chect the 6th value. It should be on 5. Revert it back to 0, reload your caracter (Your caracter must not be showng on the game. In fact, close the game to be sure) and then buy 5 ypgrades again. This should work, because it only affects the number of upgrades bought, not the actual backpack. For the bank, there is a MaxBankSlots part where you can edit.
    ;p

    CurrencyOnHand :

These values are edited under the "Currency" tab, but you can also edit them here. First value is your cash, second your eridium and third id the Seraph crystals.

    LastPlaythroughNumber :

Self-explanatory. Seems to be linked to level 100 mobs. you can add as many times as you like. It will ask you if you want to activate TVH mode if it has worked and it s the first time you have edited the value

    NumberGoldenKeysNotifified :

Edits the number of your golden keys.

    ResourceData :

Here you can edit how much ammunition you have. Just type in an absurd number, and the game wil correct itself when you load the game.

And that's about it! Save your edited file, open up your game and you have your new weapon! Have fun!
    Tidus.

It would be great if you could add accesory info. For example, some of them are self-explanatory (rocketspeed, bulletspeed), but with shotguns you have moonclip, vertical grip, Tech1, Tech2, Tech3, ShotgunShell...

As for now I think that:

    Tech2 BulletSpeed
    Tech3 Critical
    Tech4 Reload
    Moonclip MagSize
    Vertical Grip Stability
    ShotgunShell General Boost

This on the accesory, the prefix goes other way.

Hope this helped. Not much, but it shows what you have to do when you are done opening your save in Horizon.

This is a tut primarily for using it, not anything about extracting. I'll link other topics, but I won't add anything about Horizon, the question having been answered else where. About the accessory info still looking will get back to you on that Uchihas

as of revision 100, for balance the type "legendary" is not there anymore. Is this something you add in manually or is this the "type 5" very rare code ?

Question, are you able to add custom names to weapons? Perhaps custom flavor texts? It would be a very nice addition if it were possible.

Custom names is not possible as the names and titles for weapons get set by the game engine automatically based on weapon parts, the same goes for flavor texts. While its possibly to make hacked weapons with multiple existing flavor texts, you can't add custom ones. Fun fact, you can make hacked, non-legit weapons as long as you store them in your back. If you attempt to log in with them in your inventory, they will be deleted. So you could potentially create a 100 shot shotgun or a shreder minigun that shoots multiple rockets per shot and so on.

Oh and I updated my link above to include part guides thate xplain in detail what each part does and also an item section which hopefully will contain an item database full of items. Still looking for help in maintaining that section though as I don't have the time myself to keep it updated.

You'd have to edit or create new game files for custom flavor text modding. But I think that when modders hit BL2, ANYTHING will be possible.
UPDATE : Taking more pictures and will try and get more info as to what controls what, so I can teach young jedi's how to make shredifier nukem's ;)

Use the link i gave to get the save editor, and then go into guides. Open the pdf of the shotgun parts and voila! It tells you every effect of any shotgun accessory possible.

Updating, will take some time : Need to take the images still XD The doc page also has a code part, with a shitload of codes.
EDIT : Edited a few things, spoiler here and there, will rework the Title/prefix using doc guide tomorrow, have more time. Personally I am going to actually ENJOY the guns i am making, if not it makes a mockery of my guide, don't you think? Added a special surprise in the accessory part. Will ad RAW editing as well.

I am a PS3 user and trying to add a few skill points and wanna deal with my inventory in a way, similar to Willowtree editor back in BL1 days.

Can gibbet Rev 118 modify PS3 save files as well?
