Only if you have done a licence transfer with the person who purchased them. Otherwise no.

Okay Thanks Man, I'm Trying To Save The Games To My Computer That Way I Don't Have To Keep Deleting A Game Just To Download Another.. If I Can Just Save My Marketplace Games To My Computer It Would Save A Lot Of Time And Space On My HDD.

will do just give me a little bit im kidna busy atm :D .. later tonight i will ,I will give u the steps tho
Plug usb into xbox, format it using xbox , save game to usb, take usb out of xbox ,plug into pc.
open usb via going to start, Computer, usb (or whatever drive it is) open it up u should see a folder called xbox360, and if it its hidden: and u need to read this http://windows.microsoft.com/en-US/windows-vista/Show-hidden-files?SignedIn=1

,Drag the Folder called Xbox360 to your computer, and you aRE done..
Same idea to put games back on usb via pc, just drag and drop..

Your pc may ask you to Scan and fix the usb say no..

I Have games on demand bought and I will upload them as soon as I have time to. And I didn't know I needed to use the xbox 360 folder, I thought I needed to use modio to extract the folder. Could You also make a video on how to put them back or do I just drag them back without any program?
